Alex Child

Alex has over 8 years research experience focused on the design and impact of carbon pricing instruments. Alex leads Carbon Cap Management’s research team and has developed detailed fundamental models across major global carbon markets and codesigned the firm’s investment process and several trading strategies. Prior to Carbon Cap Management, Alex was an economic consultant for climate policy and carbon pricing working with world-leading academics and advising clients from a wide range of governmental and private sector organizations on how to design and navigate compliance carbon markets. Alex Rau

Partner, Environmental Commodity Partners

Alex has 20+ years active investing and trading experience in carbon markets, environmental commodities, and climate finance and is primarily responsible for trading and structured finance at ECP.  Alex previously cofounded Climate Wedge Ltd, an independent carbon trading and climate finance investment firm started with Cheyne Capital in 2005, where he advised & managed direct investments in carbon for multiple institutional funds. He also cofounded U.S. carbon credit developer EOS Climate (predecessor to Xpansiv), Ugandan clean cooking company Up Energy, and wrote and launched the original version of the Voluntary Carbon Standard (now Verra), the most widely adopted trading standard for non-Kyoto carbon assets. Alex previously helped start PricewaterhouseCoopers’s Climate Change Services team, and has advised a diverse range of clients from BP and Rio Tinto to McKinsey, 21st Century Fox, and California Public Employees Retirement System (CalPERS) on corporate carbon management and investment strategies.  Alex has a Ph.D. in physics from Oxford University, B.A. from Cornell University, and is a CFA charterholder.

Andrew McDermott

Deputy Chief Executive, British Ceramic Confederation

Dr Andrew McDermott is the Deputy Chief Executive at the British Ceramic Confederation where he is responsible for representing and promoting the interests of UK ceramic manufacturing companies to policymakers and regulators. His key areas of interest include energy (policy, security, costs) and emissions (net-zero, decarbonisation, emissions trading and environmental permitting). He also works across the industry to help identify, develop and implement energy and carbon reduction measures. He is a Fellow of the Institute of Materials, Minerals and Mining (IOM3) and is the immediate past Chair of the IOM3 Ceramics Group. Previously, he has worked in several technical roles within ceramics manufacturing, spanning both traditional and advanced ceramics.

David Antonioli

Environmental markets expert

David is a leading international expert who specializes in harnessing the power of markets to solve critical environmental issues and support sustainable development. David has developed projects and managed organizations operating under major international agreements, including the Montreal Protocol to protect the ozone layer, and both the Kyoto Protocol and the Paris Agreement to address climate change. David’s experience has enabled him to work with the private sector, governments, multi-lateral institutions, NGOs and philanthropies. Between 2008 and 2023 David served as Chief Executive Officer of Verra, which under his tenure grew from a staff of two to more than 140 and became both the leading certification body in the voluntary carbon market and the standard-setter of choice for environmental markets and those dedicated to promoting sustainable development. During his time at Verra David oversaw the ongoing development of Verra’s flagship program (the Verified Carbon Standard, or VCS) and the corresponding growth of the organization’s structure to ensure integrity across its various offerings. David also spearheaded efforts to broaden the scope of the organization’s certification programs beyond carbon, and today includes programs designed to foster sustainable development and tackle plastic pollution. Prior to working at Verra, David worked for EcoSecurities in Oxford (UK) where he led a joint venture to develop landfill gas-to-energy projects worldwide. At EcoSecurities David also worked on key infrastructure and procedural needs for the then nascent voluntary carbon market. David began his international work at ICF Consulting where he developed projects to recover/recycle ozone-depleting refrigerants in countries around the world, supported several Latin American countries developing their GHG inventories, and served on the team that verified the emission reductions achieved by one of the earliest GHG emission reduction projects. David then joined the United States Agency for International Development (USAID) in Mexico as its global climate change advisor where he oversaw efforts to develop baselines for both energy and forest projects. Born and raised in Mexico City for 15 years, David lives in Bethesda, Maryland with his wife and two children. He has an Undergraduate degree in Sociology and American Studies from Princeton University, a Master’s degree in Environmental Policy and Sustainable Development from Harvard’s Kennedy School of Government in Public Policy, and a Certificate in Business from Georgetown’s McDonough School of Business.

Benedikt von Butler

Bill Winters

Bill Winters is the Group Chief Executive of Standard Chartered PLC since Jun 2015. Standard Chartered is a UK headquartered, emerging markets focussed bank, with a presence in 59 markets across Asia, Africa and the Middle East. Prior to joining Standard Chartered, Bill spent 26 years with JP Morgan in diverse leadership roles and was Co-CEO of the Investment Bank from 2004-2009. He has served as a committee member of the Independent Commission on Banking, established by the UK government in 2010 and as an advisor to the Parliamentary Commission on Banking Standards. Bill also founded a private credit fund, Renshaw Bay, in 2011 where he was Chairman and CEO until he stepped down on appointment to the Standard Chartered PLC Board. Bill is deeply engaged in driving the climate finance agenda. Under his leadership, Standard Chartered chairs the Net Zero Banking Alliance. Bill chaired the Taskforce for Scaling Voluntary Carbon Markets, a global private-sector initiative that developed a roadmap to scale high-integrity carbon markets. Bill currently co-chairs the B20 India Taskforce on Financing for Global Economic Recovery and is UK Chair of the India-UK Financial Partnership.

Catherine McGuinness

Chair, Policy and Resources, City of London Corporation

Catherine is a financial services professional and an elected member (Common Councillor) of the City of London Corporation.  She served as the City’s Chair of Policy & Resources 2017-2022, leading on its work with the financial and related professional services sector. She represents the City on a number of green finance initiatives, including the Steering Committee of the UK Voluntary Carbon Markets Forum, the Distinguished Advisory Group of the Integrity Council for the Voluntary Carbon Market, and is also a member of the Scottish Taskforce for Green and Sustainable Financial Services. Catherine holds a portfolio of board positions, including being a non-executive director of Connected Places Catapult, the board of the Chartered Institute for Securities and Investment (CISI), and as an independent Council member at City, University of London. A solicitor by training, she practised in financial services law for several years. Catherine studied PPE at St Anne’s College, Oxford.

Charlie Lewis is the Deputy Director for Emissions Trading at the Department for Business, Energy and Industrial Strategy (BEIS), where for over 3 years he has led work on Emissions Trading through EU Exit and the creation, policy and strategy for the UK ETS. Prior to that Charlie has worked in energy and climate policy for over a decade initiating the Industrial Strategy's Industrial Clusters Mission, Industrial 2050 Roadmaps, developing Industrial Carbon Capture policy and electricity market reform. Before this he worked in the Treasury covering financial services, Dormant Bank Accounts and a number of EU facing roles.

Pablo Fernandez

Helen Finney currently works as the UNFCCC Negotiator on Article 6 at the Department for Energy Security and Net Zero. Prior to working on Article 6 of the Paris Agreement, she worked on domestic net zero spending and the UK’s Greenhouse Gas Removals business model at His Majesty’s Treasury. Before joining UK Government, she worked in consulting where she focused on climate policy projects for government and private sector clients. Helen holds a master’s degree in Environmental Technology (Environmental Economics and Policy) and a bachelor of science degree in Biological Sciences, both from Imperial College London.

Dexter Lee

Head of Carbon Markets Negotiations, Department for Energy Security and Net Zero

Dexter Lee is Head of Carbon Markets Negotiations at the Department for Energy Security and Net Zero. He is responsible for developing and delivering the UK strategy for carbon markets negotiations in the UNFCCC, including on Article 6, and through other international fora. He has previously worked on a range of roles across UK Government, including on emissions reporting policy, energy bills support, and market access trade negotiations. Francois Megret

Francois has worked in commodity markets since 2010. From trading at ArcelorMittal and global commodity strategy at Schneider Electric, Francois has worked within the environmental and energy markets with a specific focus on international renewables markets with a focus on global carbon markets. Francois recently joined First Abu Dhabi Bank as Head of Carbon Trading in charge of developing the carbon franchise and the trading book on both Compliance and voluntary carbon markets.

Olga Gassan-Zade

Chair, Article 6.4 Supervisory Body

Olga Gassan-zade is the Chair of Article 6.4 Supervisory Body, elected in 2023. She is a senior energy and climate expert with over 20 years of experience working on climate policy and carbon markets in transition economies and developing countries. She has been supporting the delegation of Ukraine in Article 6 negotiations since COP27 in Glasgow and in the UNFCCC process since 2007. Outside of the UNFCCC negotiations, her work involves supporting national authorities and companies in building institutional capacity in low carbon planning, mitigation of greenhouse gas emissions, greenhouse gas accounting, and carbon pricing. She has advised on the implementation of carbon crediting and emerging emissions trading schemes in the former Soviet Union states, the transposition of the EU acquis, and the larger impact of the EU energy and climate policies on the EU neighborhood countries. Sector-wise, she has worked closely with the iron and steel, cement, chemicals, and oil and gas sectors. Most recently, her focus has been on improving the understanding of fugitive methane emissions. She has led multiple methane detection and measurement campaigns and has personally visited over 60 oil and gas facilities to assist local companies in identifying measures to reduce methane emissions and improving emission accounting.

Kevin Conrad

Kevin Conrad founded the non-profit Coalition for Rainforest Nations in 2004, where he remains Executive Director. He served as Ambassador and Special Envoy for Environment and Climate Change in the Department of the Prime Minister and National Executive Council of Papua New Guinea from 2005-2014. TIME Magazine named Ambassador Conrad a “Hero of the Environment” and #1 for “Leaders & Visionaries”. UN Environment named him a ‘Champion of the Earth’ for Policy Leadership.   Kevin Conrad’s background is in investment banking and financial advisory services along with operational experience in both industrial and emerging markets working in agriculture, energy, sea foods, telecommunications, and textiles.    He was raised in Papua New Guinea and subsequently earned a Bachelor of Science from the University of Southern California and MBAs from both Columbia Business School and the London Business School – receiving the ‘Distinguished Service Award.’

Nigel Brunel

Head of Commodities, Jarden

Nigel Brunel founded and lead's Jarden's institutional commodities business in New Zealand and Australia. He has a vast amount of cross-market experience, with a focus on renewable energy. He has a special interest in carbon trading, particularly compliance and voluntary markets, and has been a leading adviser in the field since the inception of New Zealand's emissions trading scheme including its first trade in 2009. Jarden is the largest intermediary in the New Zealand ETS and is an active participant in the Australian carbon market – both compliance and voluntary.

Jinah Choi

Jinah is the rising carbon markets leader, expert and negotiator coming in with more than 7 years of experience in international negotiations and carbon market. Jinah's main topics of interest include carbon market, Paris Agreement, and emissions reductions and removals projects. During Jinah's tenure as the leader of Emissions Trading Team in Ecoeye, she has developed more than 20 projects and set a record of pioneering Korean international offset credits with highest number of issuances and sales. She has been crucial in negotiating with the Korean government bodies to shape Korean offset crediting mechanism, working closely with diverse set of stakeholders and officials, to activate international carbon projects in the country. With profound understanding of Korean carbon market history and developments, Jinah continues to explore new ways to help Korea align with international carbon market trends. Jinah's next steps of work include helping countries and private sector transition into low-carbon economy, sustainable energy system, and new and innovative technologies. She is especially focused on helping developing countries in sustainable development by channeling carbon finance. Under Jinah's leadership, she and her team continue to expand and grow into new sectors from compliance to voluntary, and to Paris Agreement Article 6 country cooperations, working closely with private sector, NGOs and government bodies to shape and stimulate market activities and achieve net zero.

Jan Ahrens

Jan Ahrens is a seasoned climate markets professional with extensive experience in global carbon markets. He worked at utilities, trading houses and analytics providers covering both mandatory and voluntary carbon markets. For most of his career Jan has worked to develop carbon analytics, supporting major emitters, traders and governments to understand carbon markets and predict future price dynamics. Jan engages with associations and universities to research how carbon markets interact with investment solutions, and together with the SparkChange team creates unique datasets, and advises on carbon related investment strategies. He is a Special Advisor to the Monash University, and a member of the Real Carbon Index board.

Tetyana Payosova

Senior Associate, Van Bael & Bellis

Tetyana Payosova is a senior associate at Van Bael & Bellis in Geneva, where she practises international trade law, with a particular emphasis on WTO law and preferential trade agreements, international dispute resolution, and also advises on EU regulatory and trade matters. In the field of international trade law, Tetyana advises clients on procedural and substantive aspects of WTO law and FTAs. Tetyana represented sovereign clients in a number of WTO disputes involving a broad range of substantive areas, including trade in goods, technical barriers to trade, safeguards, subsidies, government procurement, trade facilitation, as well as general and security exceptions. She also advises governments and corporate clients on WTO and FTA negotiations. In addition to international trade law, Tetyana advises clients on EU regulatory and trade matters. Her practice focuses particularly on environmental, climate change and energy-related issues. Tetyana advises corporate clients, industry associations, export promotion agencies and governments on the design and trade aspects of recent EU regulatory initiatives, including the EU CBAM Regulation, the Deforestation-Free Products Regulation, the Critical Raw Materials Act, the Net-Zero Industry Act and the Forced Labour Products Ban Regulation, as well as on EU sustainability requirements and EU renewable energy legislation. Dan Maleski

Dan primarily works in the European compliance markets, where he advises organisations exposed to these regimes on limiting their financial exposure through the development of hedging strategies and risk management techniques. Recently, Dan has emphasised his work on the EU's Carbon Border Adjustment Mechanism, where he leads the research and advisory team at Redshaw Advisors. Assisting industry and financial institutions to better understand the opportunities and risks associated with the carbon markets and border carbon adjustments. Starting his career in the US financial markets, Dan is keen to continue his work in the intersection of legislative fiscal and climate policy.

Saul Rubins

Product, Supply Chain Sustainability and Compliance Manager, STEMCOR

Saul M Rubins is the Product, Supply Chain Sustainability and Compliance Manager at Stemcor Limited. He is involved with developing and coordinating evaluation of their Green Steel credentials, including assessment of the carbon footprint of the suppliers they buy from and the goods that they trade, to support the enhancement of their commercial opportunities with the greenest products. Since 2022, he has worked on the implementation of systems to monitor the Carbon Border Adjustment Mechanism and its impact on the company and their suppliers. He has also been the lead in achieving EcoVadis compliance for Stemcor Group Holdings Limited. Stemcor was formed in London in 1951 and is an international steel trader, distributer and stockholder. The privately-owned company is an independent trader and this independence ensures that the Group is objective in matching exact customer needs in terms of quality, specifications, financial terms and delivery.

Marisa Drew

Chief Sustainability Officer, Standard Chartered Bank

Marisa has been appointed as Chief Sustainability Officer for Standard Chartered Bank on 1 July 2022. However, during her 30 years career, Marisa covered several appointments. She worked from 1992 in Merrill Lynch until she joined Credit Suisse in 2003 in the investment banking area until 2017. Then, in 2017 Marisa founded the Impact Advisory and Finance Group of which she was CEO. She was appointed in early 2022 as a NED of the US-listed broadband and mobile company, Liberty Global plc, and in late 2021 as a non-executive director of the City of London Corporation. She further serves on the advisory boards of the Aspen Institute UK, the Milken Institute Center for Strategic Philanthropy, the FCA’s Markets Practitioner Panel, and on several High-Level Working Groups (HLGs) sponsored by the World Economic Forum and the UN, including the UN Oceans Panel. Marisa’s external activities also include charitable Advisory Board roles for Cash & Rocket, The Wharton School, and the UK charity, Room-to-Read. In 2022, Marisa was recognized by Sustainability Magazine as one of the Top 10 CSOs of a Global Corporation and in 2021 as one of 100 Global Visionary Leaders by Meaningful Business and EY. Felix Hofer

Dr. Helen Bray

Vice President Policy, Puro.earth

Dr. Helen Bray is Vice President for Policy at Puro.earth the world's leading crediting program for durable carbon removal.  She's a geologist by training and joined the energy sector over 20 years ago focusing on electricity market design, then representing the UK chemical industry at the time of emerging carbon pricing and industry restructuring.  Most of her career she has advised on policy measures to make the business case for investment in low carbon technologies.  Helen more recently moved to the carbon removals industry working on direct air capture before joining Puro.earth.

Mark Lewis

Mark Lewis is Head of Climate Research at Andurand Capital LLP since June 2021. Prior to his current role Mark was Chief Sustainability Strategist at BNP Paribas Asset Management (2019-21), and before that a sell-side analyst for 20 years covering the energy space as both an equity and a commodities analyst: as Managing Director and Head of European Utilities Research at Barclays (2015-18), Chief Energy Economist at Kepler Cheuvreux (2014-15), and at Deutsche Bank as MD and Global Head of Carbon and Energy Research (2005-13) and Director, European Utilities equity research, 1999-2004. He has also worked for the leading energy think tank Carbon Tracker (MD and Head of Research, 2018) and for the German utility E.ON (Deputy Head of Investor Relations, 2004-05). Prior to his career as a sell-side analyst Mark worked as a sovereign credit analyst at Standard & Poor’s (1997-99), and as an academic at the University of London (1994-97). Mark has been a member of the Financial Stability Board’s Task Force on Climate-related Financial Disclosures (TCFD) since May 2016, and a Senior Associate at the Cambridge Institute for Sustainability Leadership (CISL) since 2020. His research on carbon and energy markets has won numerous awards and he often writes opinion pieces for the Financial Times on energy and climate topics. Ioana Petcu

Ioana Petcu is an experienced energy and climate expert, with a strong communication and public affairs profile. Ioana currently leads Eurelectric’s activities on the EU climate change regulation, as well as on files related to industrial competitiveness and innovation. Her portfolio includes: the Carbon Border Adjustment Mechanism (CBAM), the Emissions Trading System (EU ETS), the Net-Zero Industry and Critical Raw Materials Acts. She joined Eurelectric in 2018 to spearhead media interactions and crisis communications, as well as multichannel engagements, supporting the company’s advocacy efforts. Sam Van den plas

Sam Van den plas is Policy Director at Carbon Market Watch, an international NGO with in-depth expertise in carbon pricing. Carbon Market Watch’s mission is to ensure that carbon pricing and other climate policies drive a just transition towards zero-carbon societies. Sam is in charge of Carbon Market Watch’s European and International policy strategy, positioning and advocacy outreach. Bill, has been a keen environmentalist since 2003 when he set up electronic recycling operations in China, Singapore, Mexico and Brazil. Bill started working in the carbon markets in 2010 setting up Carbon350’s CDM brokerage division. Bill worked with various project developers in Asia registering over 30 projects with the UNFCCC. Bill managed the CDM origination for carbon clients such as Gazprom Energy, Tullet Prebon and Platinum Partners. Within the 350 group Bill also worked on utility scale solar photovoltaic projects in Mexico and Chile. Since joining RAL in 2019 Bill has grown the offsetting division and manages the offsetting requirements for SME’s through to large corporates, including airline groups. Bill has presented on carbon offsetting at several carbon conferences, most recently at the Carbon Fast Forward event in Manchester.

Scarlett is based at the World Resources Institute (WRI). Scarlett leads the Beyond Value Chain Mitigation work at the Science Based Targets initiative (SBTi) and the corporate standards and target setting workstream of the Food and Land Use Coalition (FOLU). She sits on the Steering Committee of the Science Based Targets Network Land Hub, developing nature science-based targets for land occupation and transformation. She has authored a number of flagship publications including "Growing Better: Ten Critical Transitions to Transform Food and Land Use", "The Future of Nature and Business Policy Companion", "and "Accelerating the 10 Critical Transitions: Positive Tipping Points for Food and Land Use Systems Transformation". Scarlett has advised several other standards bodies and frameworks on how to raise the bar on corporate action on climate and nature. For example, she advised the UK Government in the set up and technical development of the Voluntary Carbon Market Integrity initiative (VCMI), the Race to Zero UN initiative on offsetting, carbon removals and claims, and the Carbon Disclosure Standards Board on their guidance on biodiversity disclosures. Mark Kenber

Mark Kenber serves as VCMI’s Executive Director. Immediately prior to leading the VCMI, he was a Managing Director at Climate Advisers, a Washington DC-based environmental consultancy, where he ran Orbitas, an initiative that aims to make capital providers aware of climate transition risks to investments in tropical soft commodity production and shift their lending and investment decisions towards more sustainable low carbon production techniques. With a background in development and environmental economics, Mark has worked across various areas of environmental and climate policy for over two decades, with a particular focus on the use of economic instruments in the pursuit of sustainable development. Cynthia Conner

Cynthia Conner is the Director of Carbon Offsets Policy for Chevron New Energies. Previously, she worked with NASA, monitoring agency-related activity in congress, and assessing and advising senior management on the impact of proposed legislation on Johnson Space Center’s workforce and mission readiness. She went on to join the British Consulate as an energy and climate policy advisor, and then the British Embassy in Washington, D.C. as the senior policy advisor on energy and climate. She joined the Chevron New Energies team in 2022, and is responsible for leading policy engagement on a portfolio covering carbon markets and emerging energy technologies, building partnerships to accelerate the global low carbon transition while ensuring access to clean, reliable, affordable energy.

Euan McDougall

Euan McDougall Chief Operating Officer DelAgua Group Euan runs the largest clean cookstove programme in Africa. He is based in Kigali, DelAgua’s Regional Centre of Excellence and employs 8,000 staff to deliver the Live Well programme in Rwanda, The Gambia, Sierra Leone and Liberia. DelAgua works in partnership with host governments, exclusively targeting rural communities who have been denied access to clean cooking because of lack of affordability. Karim Kanji

Karim has worked in commodity markets for over twenty years running the trading desks of several market leading utilities and trading houses. Karim has been a market-maker for exchanges and OTC markets in multiple commodities. Baran Doda is an economist and the Head of Programme Carbon Markets and Pricing at adelphi, a leading think tank and public policy consultancy on climate, environment and development. He specializes in the design and implementation of carbon pricing instruments, linking emissions trading systems and market-based decarbonization policies. He has led and contributed to projects on these topics for various international organizations, governments and private sector clients, including the World Bank, United Nations, European Commission and German Federal Government. He also supports the work of the International Carbon Action Partnership (ICAP), a network of more than thirty jurisdictions that share experience and know-how on compliance markets. Before joining adelphi, he was a Research Fellow at the Grantham Research Institute of the London School of Economics and Political Science, and has published his research in top academic journals. He also worked as an economist at the International Department of the Bank of Canada. Baran holds a PhD and an MA in Economics from the University of Toronto, Canada.

Hadika Jamshaid

Carbon Markets Advisor, Ministry of Climate Change, Pakistan

Syeda Hadika Jamshaid is a Carbon Market Advisor from Pakistan. She possesses a dynamic and multidisciplinary background in economics, development, and climate change. She has been engaged in steering the work of establishing the carbon markets in Pakistan for the past 7 years. During this time she has been engaged in work on carbon markets and Article 6 which revolves around research, project design, stakeholder engagement, policy formulation, and implementation. She has been a core team member of the Government of Pakistan’s official delegation to COPs and has been supporting the negotiations on Article 6 of the Paris Agreement. She is also the principal author of Updated NDCS 2021 and  mobilized international finance for operationalizing Article 6 in Pakistan including winning the support from World Bank through their Partnership for Market Implementation (PMI) window and International Climate Initiative of Germany (IKI) funded Supporting Preparedness for Article 6 Cooperation” or SPAR6C Program. Currently, she is working on developing a carbon market strategy for Pakistan and developing the capacity of the relevant stakeholders in Pakistan to be key players in establishing the market.

Marciano Dasai

Prior to that he worked at the Anton de Kom University of Suriname, Faculty of Technology, Department of Infrastructure where he taught Architecture and Building Technology from 2012 - 2023. Mr. Dasai is an expert in architectural and urban design, with over 20 years of working experience. He has managed several design and construction projects including urban area developments, housing, tourism development areas. Daniel Akwetey Lamptey

Daniel Akwetey Lamptey has more than a decade of experience working with the Environmental Protection Agency of Ghana. He specialises in climate change, environmental impact assessment in addition to petroleum downstream policy and regulation. He has been involved in the development and publication of several regulatory and policy documents for the waste, transport and energy sectors. He has also represented the EPA and delivered several papers and presentations on local and international platforms. He currently works as a Principal Programme Officer at the Climate Change Unit and provides technical support to the Ghana Carbon Market Office. He is well versed in climate change issues and deeply involved in mitigation, low carbon development, adaptation, and climate finance focusing on the emerging carbon markets and non-market.

Dr. Bei Cui

Bei Cui joined the Monash Centre for Financial Studies, Monash University as a research fellow in May 2019, after she received a Doctoral of Philosophy in Finance from the University of Hong Kong. Rostin Behnam

Chairman, The Commodity Futures Trading Commission (CFTC)

Rostin Behnam was sworn in as the CFTC’s 15th Chairman on January 4, 2022, following nomination by President Biden and unanimous confirmation by the U.S. Senate. Chairman Behnam previously served as CFTC Commissioner beginning September, 2017, and as Acting Chairman effective January 21, 2021. Since joining the CFTC, Chairman Behnam individually and as sponsor of the CFTC’s Market Risk Advisory Committee (MRAC) advocated for the CFTC’s use of authority and expertise towards ensuring the derivatives markets operate transparently and fairly for participants and customers. Through his MRAC sponsorship, Chairman Behnam convened leading market experts and public interest groups to engage in public dialogue on such timely issues as global interest rate benchmark reform, central counterparty (CCP) risk and governance, and since the summer of 2019, climate-related market risk. Chairman Behnam led the creation of the Climate-Related Market Risk Subcommittee to examine climate-related impacts on the financial system. The Subcommittee’s efforts resulted in the September 2020 release of the report Managing Climate Risk in the U.S. Financial System, the first of-its-kind effort from a U.S. government entity. Chairman Behnam’s arrival at the CFTC followed extensive experiences in financial markets policy. As Senior Counsel to Senator Debbie Stabenow of Michigan, his major responsibilities included the implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act and related policy matters affecting the Treasury Department, the U.S. prudential regulators, and the Securities and Exchange Commission. Prior to his work in the U.S. Senate, Chairman Behnam held several positions in financial markets and financial market regulation and compliance, including as a proprietary equities trader in New York City, an Investigator at the N.J. Bureau of Securities, within the state’s Office of the Attorney General, and private practice, focusing on corporate and transactional law. Chairman Behnam received his A.B. from Georgetown University and law degree from the Syracuse University College of Law. Chairman Behnam lives in Baltimore with his wife and three daughters.

Suraj is a Vice President at Global Carbon team at the Macquarie Bank Limited and brings in 15-years of experience in the carbon market. Prior joining Macquarie, Suraj designed and developed nature-based carbon reduction/ avoidance projects under different standards including Clean Development Mechanism (CDM) and Verra across regions. He has worked in many countries including Laos, Myanmar, Thailand, Oman, Ethiopia, and Sri Lanka. Suraj previously cofounded ForestCarbon Asia Inc., a knowledge platform that brought together information on forest carbon activities in and across Asia. Ruben Lubowski is Chief Carbon and Environmental Markets Strategist at Lombard Odier Investment Managers. Based in New York, Ruben is an economics and policy expert on carbon markets and on finance approaches for conservation. He is a member of the investment team for Lombard Odier’s Global Carbon Opportunity Strategy that actively invests and trades in carbon markets worldwide. He has held senior leadership and advisory positions with environmental organizations and investors, including most recently as Chief Natural Resource Economist at the Environmental Defense Fund (EDF). Ruben has advised governments and stakeholders on carbon markets design and co-authored the World Bank-ICAP handbook on emissions trading systems design, widely used by policymakers and stakeholders worldwide.
